Disc-to-disc copying

I put an old 20GB harddrive in my mom's computer -- it was what I had lying around. However, recent reports indicate that the reliability of said drive has gone down considerably. This isn't too surprising: the drive is old, after all, and it must be time for an upgrade.

I have a 40GB drive lying around (considerably less old), which would make the perfect replacement. But rather than re-installing the OS and all software, I would like to simply copy the contents of the old drive verbatim onto the new drive.
What is the best tool (preferrably free!) to do this?
